You Got an OINP Invitation to Apply. Now What? The Workforce Priority Stream Document Guide

Update, October 2026: I rewrote this guide for the Ontario Workforce Priority stream. The Foreign Worker stream it first covered closed on June 25, 2026, together with Ontario's seven other streams.
An invitation to apply from the Ontario Immigrant Nominee Program (OINP) starts a 17-day sprint that you share. Your employer has 14 calendar days to file its own application, and the portal will not let you submit yours until the employer's is in. Ontario opened the new stream's Expression of Interest (EOI) system on August 4, 2026 and had not published an invitation round by mid-October. This is what I would have ready before yours arrives.
To check eligibility first, read my complete guide to the Workforce Priority stream. Employers should read the employer's side of the stream.
The 17 days are a relay, not two solo runs
Step | Who | Deadline |
|---|---|---|
Application for approval of the employment position | Employer | 14 calendar days from the invitation |
Your application and fee | You | 17 calendar days from the invitation, and only after the employer files |
Applicant Consent Form | You, personally | After the invitation and your review of the application |
Employer consent form | The employer's signing officer, in ink | Uploaded with the employer's application |
Read the last two rows twice. A representative cannot sign either consent form, and on the employer's side only a signing officer can. If that person is travelling or slow with email, your 17 days shrink to three. I settle who does what before the EOI is even registered.
An invitation is not a nomination
The invitation means your EOI was selected, not that you qualify. You must have met every stream requirement when you registered the EOI, and you must prove each point you claimed with documents. If you cannot document a claim, do not build paperwork around it. Misrepresentation can lead to refusal and penalties under the Ontario Immigration Act, 2015. I explain how officers treat honest mistakes in this article on errors in immigration forms.
The documents, and the detail that gets each one returned
Ontario updated its applicant checklist on October 9, 2026, and returns any application missing a mandatory document as incomplete.
Document | The detail that decides it |
|---|---|
Photograph | Passport photo specifications. A scan of your passport's details page is refused. |
Passports | Details page and every page with a Canadian visa or stamp, in one file, plus details pages for your spouse, children under 22 and their children. |
Status in Canada | Every current and previous permit. On maintained status, the IRCC acknowledgment letter, fee receipt or mailing receipt. |
Foreign education | An ECA under 5 years old that the OINP can verify electronically. Sharing it with IRCC is not enough. |
Language test | Within 2 years before you submit. IELTS General Training (not Academic or One Skill Retake), CELPIP General booked for "IRCC purposes", PTE Core, TEF or TCF Canada. |
Reference letters | Letterhead, signature, dates, titles, detailed duties, salary and benefits, weekly hours, weeks per year, extended leave. Not needed where a mandatory licence covers your experience. |
Proof of pay | Pay slips or bank deposits for the first and last month of each period, plus T4s and Notices of Assessment for Canadian work. |
Current pay slips | Your two most recent, if you already work in the job offer position. |
Resumé | Mandatory, with your current address, email and phone number. |
Earnings points need a single Notice of Assessment showing at least $30,000 in one calendar year; T4 slips alone and combined years are refused. Since October 5, 2026, $80,000 or more in a year earns 10 points, two more than before, and Ontario applied the change to existing EOIs automatically.
Intention to live in Ontario: write it before day 16
Every applicant lists ties to Ontario: work, job interviews, studies, volunteering, a lease or property, networks, family and visits. With no ties yet, a statement of intent is accepted. I write it the way an officer reads it: who, where and since when, with a document behind each line. A spouse working in Calgary is not fatal, but it needs explaining.
The rules that send complete files back
File size: 10 MB per document, all pages of one document in one file, and nothing Ontario did not ask for.
Redaction: black out every credit card number on statements and receipts.
Translations: inside Ontario, an ATIO-certified translator; outside Ontario, any translator, notarized. You, your representative and your family cannot translate.
Questions I get after an invitation
I am in Canada on a visitor record. Can I still apply?
Yes. A visitor record counts as legal status when you apply. But it earns no points for status, your employer may have to prove it advertised the job to Canadians first, and Ontario warns that you may not qualify if you are in Canada without valid status at the time of nomination.
My work permit expires before Ontario decides. What now?
Apply to IRCC to extend it before it expires. Maintained status counts, with proof of the extension application. If the permit has already expired, look at restoration of status at once: the 90-day window does not wait for Ontario.
Can Ontario call me to an interview?
Yes. Under Ontario Regulation 422/17, attending any in-person interview the OINP requests is a requirement for nomination. Missing one is a failed criterion.
How long does it take after I apply?
Ontario does not publish a processing time on the stream page. After nomination you have 6 months to apply to IRCC for permanent residence. If your job is TEER 0 to 3 and you chose Express Entry, you have 30 days to accept the nomination in your profile (it adds 600 points) and 60 days to file once invited.
After nomination, the job is the condition
Your nomination rests on the approved position, and Ontario cannot swap in another one. Until IRCC decides your PR application, you stay in that job on the approved terms and report any change in duties, wage, hours or term immediately. If the employment ends, the approval and the nomination can be cancelled, and you would start again with a new EOI. A promotion is possible, but it goes through the OINP with a revised signed offer, your work permit and two recent pay slips. On every provincial nominee file I plan this before the invitation: status first, then the nomination, then PR.
What I would do now
Confirm today who signs for your employer and that they can file within 14 days.
Match every point in your EOI to the document that proves it. Anything you cannot prove, raise before you submit.
Check your ECA and language test dates against the day you will submit, not the day of the invitation.
Translate, merge and redact as you collect, not on day 16.
Make sure your status in Canada lasts past the nomination date as well as the application date.
